The Government of Odisha has entered into a Memorandum of Understanding (MoU) with the Centre for Effective Governance of Indian States (CEGIS) to strengthen state capacity across critical government functions.
Under the MoU, CEGIS will work with various departments over five years and will provide technical, analytical, and strategic support on both policies, and implementation in areas of priority to the Government of Odisha. CEGIS will ensure world-leading technical standards in all projects by facilitating access to global expertise wherever needed. This includes assisting in identifying best-in-class partners for specific projects or workstreams and providing oversight to ensure the quality of their output. The partnership will focus on developing a Decision Support System (DSS) for data-informed policy decisions, supporting the establishment of a Financial Analytics Unit (FAU) within the Finance Department as a long-term institutional mechanism for fiscal analytics, strengthening Human Resources (HR) systems and capacity building, enhancing the Directorate of Economics and Statistics (DES) for better economic data and analysis, and supporting priority sector initiatives in nutrition, health, and education.

CEGIS will also support the Government of Odisha in undertaking structural and institutional reforms to improve long-term citizen-centric delivery and accountability. The engagement will be implemented in a phased manner, beginning with a rapid diagnostic, followed by solution design, piloting, scale-up, and stabilisation.
