Shankar Narayanan is the President and Chief Operating Officer (COO) at CEGIS.

Shankar is a distinguished development leader with more than 25 years of experience spanning public systems reform, social enterprise, and large-scale program leadership. Before joining CEGIS, he served as Global Technical Advisor at Chemonics, contributing to public systems transformation across Asia and Africa. Before that, he spent nearly two decades at Population Services International (PSI), where he grew from program leadership roles to Managing Director and played a pivotal role in building and scaling pioneering systems, strengthening total market approaches in health and sanitation. His leadership has consistently brought together strategy, execution, institution-building, and partnership with governments and donors to deliver durable public impact at scale.

Shankar holds a degree in Electronics and Entrepreneurship Management and is a trained facilitator in systems change and innovation. He continues to serve on the Advisory Board of the WASH Institute and other national platforms.
