CEGIS has been working with the Government of Telangana since 2019 under a 5-year MoU. While the anchor departments are Planning and Finance, the CEGIS team works with several line departments that include Agriculture, Panchayati Raj and Rural Development, Education, Women Development and Child Welfare and Health. The primary focus of this engagement has been to co-create as well as support line departments in improving their processes towards achieving better outcomes.
As part of its core offerings, the CEGIS team successfully supported the Planning and Finance Department in launching a unique, statewide household-level outcome measurement survey. This survey aimed to provide the state with high-quality outcomes data on education, health and nutrition. Furthermore, the state team has developed various process tools such as apps and dashboards that aid in personnel management across various departments in the state. Building on the success of these pilot solutions and in response to departmental needs, CEGIS is working towards integrating and strengthening these innovative solutions for long-term capacity building. Upon request from various departments, the team has assisted in program design and process re-engineering of data systems as well.
Telangana (October 2019): State Planning Board Chairman B Vinod Kumar, CEGIS Founder and Scientific Director Karthik Muralidharan, Principal Secretary for Finance K Ramakrishna Rao, and Finance Minister Harish Rao sign a tripartite MoU.
As part of its endeavours to augment state capacity, the CEGIS team designed the Kakatiya Governance Fellowship program for the Government of Telangana. An early effort that has seen active and consistent adoption is the revamping of the Socio-Economic Outlook report, an annual flagship publication capturing the achievements of the state.
