Improving Value for Money in Public Procurement

CEGIS supports the Finance Department of Tamil Nadu in transitioning to a fully online procurement process. This includes streamlining both pre-award and post-award procedures to enhance efficiency and transparency. A significant milestone of this initiative is the launch of the Government's e-procurement portal, GePNIC, in April 2023. Since its implementation, all public procurements in the State have been conducted online, marking a major step towards digital governance. To monitor the platform’s usage and facilitate improvements in the management of various stages of the procurement cycle, National Informatics Centre (NIC) has developed a Management Information System (MIS). Efforts are also underway to establish a platform that provides greater visibility into pre-award procurement planning, post-procurement vendor monitoring, and project performance assessment. This platform will help line departments manage time and cost overruns more effectively.
