Competency-based capacity building under the PM Vertical follows a three-stage process: Competency Mapping and Profiling, Competency Assessment and the development of Competency Building products (learning and development). A typical PM project begins with the establishment of a Capacity Building Unit (CBU) to create a sustainable system within the partner MDO. This system drives competency-based capacity building from within leading to a sustained approach to the capacity building of public officers.
CEGIS collaborates with the Office of the Controller General of Patents, Designs, and Trademarks (O/o CGPDTM) across the stages detailed above. Through a tripartite MoU with the Capacity Building Commission (CBC) and CGPDTM, CEGIS developed a structured approach to capacity building in IP Offices. The Personnel Management team facilitated competency frameworks, consultative workshops and focus group discussions, leading to the establishment of a Capacity Building Unit (CBU). This initiative, under Mission Karmayogi, ensures ongoing competency-based capacity building to build a robust IP ecosystem.
