COMPETENCY-MAPPING AND ASSESSMENTS IN ODISHA

CEGIS collaborates with the Housing and Urban Development Department (HUDD) of Odisha to enhance competencies and human resource capabilities, supporting the Mukhya Mantri Karma Tatpar Abhiyan (MUKTA) scheme. This initiative, developed during the COVID-19 pandemic, shifts project ownership to community-based organisations (CBOs) for more inclusive growth. CEGIS, in partnership with IDinsights and Janaagraha, developed competency profiles and standardised work allocation for critical positions. Using a mixed-methodology approach, the project identified activities and mapped required competencies, leading to effective performance assessments and accountability systems. This effort has significantly improved program impact and set a benchmark for decentralised administration.
